		<description>I agree that people need to constantly ask questions, think about how things are currently done and how they could be done differently - and you can often make more of an impact by putting your head together with other people.

It&#039;s a £1 million prize fund designed to encourage and reward people working together to find new ways of reducing carbon emissions in their communities.
